Registrar and other Officers and servants of Council 1) All Council shall,& the prior approval of the State Government, appoint a Registrar who shall act as Secretary of the Council. 2) The Council may, with the prior approval of the State government, employ such other officers and servants as it may deemnecessary for canying out the provisions ofthisAct. 3) The qualification, conditions of service and pay scale of the Registrar and of other officers and servants shall be such as the Council may determine by regulations, with prior approval of State Government. 4) The Council shall require and take from the Registrar or from any other officer such security for the due performance of his duties as the Council may deem necessary. 5) The Registrar or any other officer or servant appointed by the Council under this Sectionshall be deemed to be apublic servant within the meaning of Section 21 of the Indian Penal Code 1860 (No. 45 of 1860).
