Meetings. (1) The meetings ofthe Executive Committee shall be convened by the Member Secretary on the advice of the Chairman; (2) It shall meet as often as may be necessary, at such time and place and observe such rules of procedure as may be provided in the rules provided that it shall meet at least once in three months. (3) The quorum for the meeting of the Executive Committee shall be at least half ofthe filled up membership in each body and decisions may be taken in the meetings by simple majority o those present and voting. (4) The Mce-Chairman of the Council may for the purpose of carrying out the objectives ofthenotikation, invitein writing any personwho isnot amember of the Council to take part in the dehberations of particular meetings of the Executive Committee and any other Body constituted by the council for specific purposes as special invitees and such invitees shall have no right to vote in the meetings. (5) The special invitees shall be paid from and out of the funds of the council such sums as may be approved by the Mce-Chairman.
