Meetings of the Council. (1 ) The Council shall meet as often as may be necessary, at such time and place and observe such rules ofprocedure as may be provided in the regulations, but it shall meet at least twice a year. (2) It shall have power to act, not withtanding and vacancy in the membership or any defect in the constitution thereof, and the proceedings of the Council shall be validnot withstanding that some person, who was not entitled to be a member, had attended, or otherwise had taken part in the proceedings of the Council. (3) The meeting of the Council shall be convened by the Member Secretary on the advice of the chairman. (4) The quorum of the meeting of the Council shall be one third of the total members ofthe council. The decision of the meeting may be taken by simple majority of those present and voting.
