The University shall be open to all persons irrespective of class caste creed religion language or gender. Provided that nothing in this section shall be deemed to prevent the University from making special provisions for admission in favour of students from the State of Nagaland. Subject to the provision in this Act, no students shall be eligible for admission to programme of study in the University unless he possesses the qualifications prescribed in the regulations Students of the University may reside in a hostel maintained or recognized by the University under such conditions as maybe prescribed in the regulations. The Vice Chancellor shall be responsible for the maintenance of discipline in the University and his orders in this regard shall be carried out by the officers and staff of the University. (2) Notwithstanding anything in sub-section (1), the punishment of debarring a student from an examination of the University or rusticating him from the University or institution of the University or any other punishment of such serious nature imposed only bythe Board of Management on receipt of a report from the Vice Chancellor.
