Revision- The Government may, at any time call for the record of any case pending before or disposed of by any authority under this Act and if any such case it appears to them that any order passed or proceeding taken should be modified, annulled, or reversed, Government may pass such order shall be final. Provided that no order under this section shall be made to the prejudice of the person unless has had a reasonable opportunity of being heard either personally or through counsel or by a duly authorised agent.
