It is hereby declared that the provisions of section 9 and 10 of the Bengal Public Demand Recovery Act, 1913 shall not apply to any proceedings for recovery of any tax or penalty referred to in section 19 or of any interest referred to in sub- section (1) and (2) of section 21 or any other dues referred to in sedction22 Special mode of recovery:-
