Appointment and pay of establishment: (1) The Municipal Council or Town Council as the case may be may with the previous approval of the Government create posts of different categories as may be necessary for exercising powers or performing functions of the Municipal Council or Town Council. (2) The Government shall in consultation with Municipalities, make rules for regulating the method of recruitment, qualifications required for recruitment, the conditions of service, discipline and control of employees, their duties and functions and their classification into different categories on the basis of their duties and responsibilities and scale of pay of such posts. 36 CHAPTER-Vu!
