Prosecution: Save as otherwise provided in this Act, no Court shall try any offence punishable by or under Act or any rule or any regulation made thereunder except on the complaint of or upon information received from the Chief Executive Officer/Executive Officer of the Municipality or any other officer of the Municipality authorized by it in this behalf.
