Constitution of Special Funds,- (1) Notwithstanding anything contained in Section 85, the Municipality may, with the prior approval of the Government, constitute such special fund or funds, as may be necessary for the purposes of this Act. (2) The constitution and disposal of such funds shall be made in such manner, as may be prescribed.
