Appointment and pay of establishment: (1) The Municipal Council or Town Council, as the case may be, may, with the previous approval of the Government, create post of different categories as may be necessary for exercising powers or perfoiiiiing functions of the Municipal councilor Town council. (2) The Government may in consultation with municipalities, make rules for regulating the method of recruitment qualifications required for recruitments, the conditions of service, discipline and control of employees, their duties and functions and their classification into different categories on the basis of their duties and responsibilities and scale of pay of such posts.
