Prosecution. Save as otherwise provided in this Act, no Court shall try any offence punishable by or under Act or any rule or any, regulation made thereunder except on the complaint or upon information received from the Chief Officer of the Municipality or any other officer of the Municipality authorised by it in this behalf.
