Power to require cleansing and lime washing of filthy building or land.- The Chief Officer of the Municipality may, by notice, require the owner or occupier of any building or land or any part thereof within the municipal area, which is in a filthy or unwholesome state, to cleanse the same or otherwise put it in a proper state within twenty fours and thereafter to keep it in a clean and proper state and if it necessary for sanitary purpose to do so, may at any time, by direct the occupier of any building to lime-wash or otherwise cleanse the said building inside and outside in the manner and within a period to be specified in the notice. 456
