Levelling and draining of private streets.- If any private street or part thereof is not levelled, paved, metalled, flagged, channelled, sewered, dranined, conserved or lighted to the satisfaction of the Municipality, it may by a written notice, require, the owners of the such street or part thereof and the owners of the lands and the buildings fronting or abutting on such street or part thereof, to carry out any work which, in the opinion to the Municipality, may be necessary and within such times, as may be specified in such notice. 388
