Connection with water-works mains and drains not to be made without permission,- Without the written permission of the Chief Officer of a Municipality, no person shall for any purpose whatsoever, at anytime, make or cause to be made any connection or communication with any drain referred to in section 244 or any water-works or mains constructed or maintained by, or vested in, the Municipality.
