Power to require owner to carry out certain works. For the purpose of efficient drainage of any premises the Chief Officer of a Municipality may be notice in writing,- (a) require any courtyard, alley or passage between two or more buildings to be paved b y the owner or owners of such buildings with such materials and in such manner, as may be approved by the Municipality; or (b) require such the level of such courtyard, alley or passage to be raised; or (c) require such paving to be kept in proper repair.
