Prohibition of Advertisements without written permission of the Chief Officer. (1) No person shall erect, fix or retain upon or over any land, building or wall any hoarding, frame, post, kiosk or structure for the purpose of any advertisement to public view in any manner whatsoever visible from a public street or public place within any municipal area without the written permission of the Chief Officer of the Municipality (2) The Chief Officer shall not grant such permission if,- (a) A license for the use of the particular site for purpose of advertisement has not been taken out; or (b) The advertisement contravenes any of the provisions of this Act or the rules or the regulations made thereunder; or (c) The tax, if any, due in respect of the advertisement, has not been paid
