Scavenging Tax: A Municipality may levy scavenging tax on all hands and buildings at such percentage of the annual value, as the Government may determine for the collection, removal and disposal of all filth and polluted and obnoxious matter therefrom. Provided that scavenging tax may be levied at different percentages, of the annual value in different municipalities.
