Employment of debt collectors: (1) No person shall be employed by any money lender for the purpose of demandimg or recovering any loan due to him unless such person is in possession of a certificate authorizing him to act as a debt collector granted under this section. (2) Every application for such a certificate shall be made to such authority and shall be in such form and shall contain such particulars, as may be prescribed: and before a certificate is granted to him, the application shall satisfy such authority that he bears a good character. (3) The certificate shall be in such form and for such period and shall contain such particulars, as may be prescribed.
