Where, by any enactment, a power is conferred on any person or functionary to do or enforce the doing of any act or thing all such powers shall be deemed to be also conferred as are necessary to enable such person or functionary to do or enforce the doing of such act or thing. Power to appoint, to include power to appoint ex-officio
