Meeting of Governing body: (1) The Governing Body shall hold its first meeting at such time and place as may be appointed by the State Government and shall observe such rules of procedure in regard to the transaction of business at the first meeting as may be laid don by the government and thereafter the Governing Body shall meet at such times and places and observe such rules procedure in regard to the transaction of business at its meetings as may be prescribed by regulations. (2) The chairman shall preside over the meeting of the Governing Body and in his absence the members present shall elect one among themselves to be the Chairman for that particular meeting.
