(1)Nothing in tbisAct shall be conshed as b-dnsfeninghmfhe Tnutto theunivmity any right of ownership or possession, if any, held over, or in respect of, the institutes established by it other than the University established under this Act. (2) If any difficulty arises in giving effect to the provisions of thisAct, the State Government, may, by order, make suchprovisions, not inconsistent with the provisions of this Act, as appear to it to be necessatyor expedient, forremoving the diaculties: Provided that no order under sub-section (2) shall be made after the expiration of aperiod of five years &om the commencement of this Act. (3). Every order made under sub-section (2) shall, as soon as may be laid before the Nagaland Legislative Assembly which annual or amend the orders by motions by sirnplemajorifywithin 90 daysof laying. (4) If the orders are annulled or amended by the Nagaland Legislative Assembly, they wilI be of no effect or be of amended effect, as the case may be, &om the date of passing ofthe motion for annulment or amendment.
