The following shall be the Councilsofthe University; (I ) l e Governing Council (2) The Execution Council (3) The Academic Council Governing Council 3 0. (1) The following shall be the members of the Goveming Council: (i) The Pro Chancellor shall be the ex officio Chairman, (ii) The Vice Chancellor shall be the ex oficio Vice Chairman; (i) The Director in-charge of the operations in Nagaland shall be an ex oficio rnemk, (iv) The Finance Officer shall be an ex oficio member; (v) Two eminent educationists/academicians nominated by the Chancellor; (w) Two persons nominated by the Government ofNagaland; ($1 Two persons nominated by the Trust; (@ii Twb persons nominated by the Pro Chancellor; (ix) Two members of the teaching community of the University to be nominated by theAcademic Council; and (2) The Governing Council shall be reconstituted every five years. (3) A nominated member may resign from the membership of the Governing Council at any time by addressing his resignation to the Pro Chancellor. (4) An ex- officio member shall cease to be a member ofthe Governing Council when he ceases to be in office by virtue of which he became an ex oficio member. (5) A nominated member shall cease to be a member of the Governing Council if he ceases to be in office on account ofwhich he was nominated to the Governing Council. (6) Amember shall cease to be amember ofthe Governing Council on declaration to be of unsound mind or insolvent by a competent court or ifhe is convicted for a criminal offence involving moral turpitude or if he fails to attend three consecutive meetings of the Council. (7) The nomination authorities shall have aright to replace their nominees to the Council at any point oftime. (8) Casual vacancies arising in the Council before its reconstitution shall be filled for the unexpired term. Powers and functions of Governing Council 3 1 . The Governing Council shall,. (1) Recommend the broad policies and programmes of the University and suggest measures for the improvement and development of the University; (2) Consider and p a s resolutions on theAnnua1 Report, the financial statements and audit reports; (3) Take all necessary steps for the fulfillment of the objectives of the University; (4) Acquire, hold, control and administer the property and other movable and immovable assets of the University; (5) Administer funds placed at the disposal of the University; (6) Manage and regulate finances, accounts, investments, property and business and a l l other administrative affairs of the University and for that purpose appoint agents as it may deem fit: (7) Invest the money belonging to the University, including any income &om trust, endowment funds etc., in such stocks, funds, shares or securities as it may, from time to time, deem fit and appropriate; (8) Enter into, vary, cany out and cancel contracts on behalf ofthe University; Meetings
