Delineation of area of operation for Water Users'Association: (i) The water Users'Association shall be constituted in such manner that:- (a) A contiguous area whether irrigated or capable of being irrigated by an irrigation system shall normally come under one Water Users' Association: (b) The command areas of different canals shall be distinct and shall not overlap one another.
