Decision by majority of votes: Except as otherwise provided under this Act, or the Bye-Laws, all questions brought before any meeting under this Act shall be decided by the majority of the votes of the members present and in the case of any equality of votes the presiding authority of the meeting shall have a second or casting vote. Provided that in case of equality of votes at the election of the President or Chairman, Vice President or Vice Chairman, Directors or Delegates, the Presiding Authority shall not exercise his/her casting vote and the resultshall bedecided by lot.
