Procedure for transaction of business: (1) The Commission shall meet regularly at its office. (2) All decisions will be taken in the meetings of the Commission by majority. Provided that in case of equality of votes, the Chairperson, or in his absence the Member presiding shall have and exercise a second or casting vote. (3) The Commission shall observe such procedure in transaction of business in its meetings, including the quorum in such meetings, as may be prescribed bythe State Government. 358 (4) All orders or decisions of the Commission shall be authenticated by the Secretary of the Commission.
