Not act done or proceeding taken under this Act by the Board, by a market committee or sub-committee appointed by the Board shall he invalidated merely on the ground of :- (a) Any vacancy or defect in the constitution of Board or sub-committee; or (b) any defect or irregularity in the appointment of a person acting as a member thereof; or (c) any defect or irregularity in such act or proceeding not affecting the substance.
