If at any time the State Government is satisfied that a situation has arisen in which the purpose of this Act, cannot be carried out in accordance with the provision thereof the State Government may by notification: (i) Declare that the function of Committee shall to such an extent as may be specified in the notification by exercised by the Board, person or persons as it may direct, or (ii) Assume to itself all or any of the powers vested in or exercisable by a Committee and notification may contain such incidental and consequential provisions as max appear to the State Government to be necessary or desirable for giving effect to the object of the notifications.
