Any officer or servant of the committee of the Board empowered by the State Government in its behalf shall have power to remove any encroachment in. any race in the market yard and the expenses of such removal shall be paid by the person who has caused the encroachment and shall the recovered in the same manner as arrears of land revenue. Use of weighing instruments, weights and measures, their inspection
