If any person contravenes the provisions of [x x x x] Section 27, he shall be punishable [with imprisonment for a term which may extend to five years, or] with fine which may extend to rupees one lakh, [or with both,] and where the offence is a continuing one, with a further fine which may extend to one thousand rupees for every day, after the first, during which such contravention continues.
