If any defficulty araises in giving effect to the provisions of this Act, the State Goverument shall have the power as occasion may arise, by order to do anything not Disputes be- tween the De- partment and the consumer Power to make rules Ex-52/91 - 7 - inconsistent with the provisions of this Act which may appear to it necessary for the purpose of renmoving the difficulty.
