Notwithstanding anything contained in sub-sections (3), (4) and (5) of section 6, whenever it may appear to the Government may be defraved to be desirable that the cost of all or any of the operations in the first instance prescribed in clauses (a), (b) and (c) of sub-section (3) of the section 6 shall be defraved in the first instance by the Government in certainment, it may issue a notification that such cost shall be derayed in the first instance by the Government.
