JURISDICTION OF CIVIL COUTRTS BARRED - No suit or proceeding shall, unless otherwise expressly provided for in this Act or in any other law for the time being in force, be brought in any Civil Court with respect to any matter arising under and provided for by this Act. Provided that if in a dispute betweea parties a question of title is involved, a civil suit may be brought for the adjudication of such question.
