Training.- It shall be the duty of the Commission to ensure that all its Members, and other staff as well as Members of the District Accountability Authorities and their staffs are regularly trained, inter alia, about: (a) technical and legal issues related to departmental inquiries; (b) specific forms of human rights violation; and (c) appropriate handling of victims of police abuse
