Procedure of Inquiries and Appeal : (1) The Council may, at its discretion, hold an inquiry under S. 15 or S. 18 in camera. (2) For the purpose of only such inquiry or appeal under S. 21, the Council shall be deemed to be a court within the meaning of Indian Evidence Act, 1872, and shall exercise all the powers of a Commissioner appointed under the Public Servants (Enquiries) Act, 1850, and such inquiries and appeals shall be conducted, as far as may be, in accordance with the provisions of S. 5 and Ss. 9 to 19 of the said Act.
