Grant of exclusive privilege of manufacture and sale of country liquor: (1) The Commissioner, with previous sanction of the Government, may grant to any person, on such conditions and for such period as it may thinks fit, the exclusive privilege – (a) of manufacturing or supplying by wholesale or retail, any country liquor within any specified local area. (b) of selling by wholesale or retail, any country liquor within any specified local area. (2) No grantee of any privilege under sub-section (1) shall exercise the same unless or until he has obtained a licence, permit or pass in this behalf from the Commissioner.
