Restrictions on export, import or transport: No intoxicating liquor shall be exported, imported or transported unless– (1) the Commissioner, or any officer duly authorised by him has given permission, either general or special, for its export, import or transport; (2) such conditions, if any, as the Commissioner may impose have been satisfied; and (3) the duty, if any payable under Chapter V, as may be prescribed, has been paid, or a bond has been executed for the payment thereof; Provided that the Government may, subject to such conditions, if any as it thinks fit to impose, exempt any intoxicating liquor from the provisions of this sub-section.
