Delivery of animals (1) If the owner of the seized animals or his duly authorized agent appears and claims the animals, the Village Council shall deliver them to him on payment of feeding charges as provided under sub-section (2) of section 8, and such fines at such rate as the Government may from time to time, by rules, prescribe for each kind of animals. (2) The owner or his agent on taking back the animal (s) shall sign a receipt for them in the register kept by the village council.
