The Board may alter a Housing Scheme or any part thereof included in the Budget as approved by the Government, provided that no alteration shall be made if it involves an expenditure in excess of 10 percent of the amount allocated for that particular scheme in the Budget or if it effects the scope or purpose of such Scheme.
