(1) No Civil Court shall have jurisdiction to settle, decide or deal with any question or to determine any matter which is by or under this Act required to be settled, decided or dealt with. (2) No court shall take cognizance of an offence under this Chapter, except upon a complaint by the Director or Managing Director or by any other Officer authorized by him in this behalf.
