The Government may by notification authorize any authority or officer to exercise any of the powers vested in them by or under this Act except the power to make rules and may, in like manner, withdraw such authority. Provided that the exercise of any power delegated shall be subject to such restrictions and conditions as may be prescribed. Provided that the Government shall also have power to control and revise the acts or proceedings of any authority or officer so empowered.
