(1) If any person willingly contravenes, or attempts to contravene, or knowingly abets the contravention of, any of the provisions of this Act or any rule made thereunder, he shall be punishable with fine which may extend to one lakh rupees and in case of continuing contravention with an additional fine which may extend to five thousand rupees for every day during which such contravention continues subject to a maximum of five lakhs.
