(1) A meeting of the Council shall be presided over by the President and during his absence by a member elected from amongst those present. (2) All question arising at a meeting of the Council shall be decided by the vote of the majority of the members present and voting; Provided that the President or member presiding shall not vote in the first instance but only in case of a tie. (3) The quorum for any meeting of the Council shall be of six members.
