Section 22

Procedure of inquiries and appeal

(1) The Council may at its discretion hold an inquiry under section 14 or section 17 in camera. (2) For the purpose of any such enquiry of appeal under section 20 of the Council shall be deemed to be a court within the meaning of Indian Evidence Act, 1872, and shall exercise all powers of a Commissioner appointed under the Public Servants (Enquiries) Act, 1850, and such inquiries and appeals shall be conducted, as far as may be, in accordance with the provision of section 5 and section 8 to 18 of the said Act. (3) The procedure for conducting enquiry and disposing of appeal shall be as prescribed
