Register and other Officers- (1) The Council shall appoint a Registrar who shall act as Secretary of the Council and also as Treasurer, unless the Council appoints another person as Treasurer 1 and approved by the Government[ (2) The Council may also employ such other persons, as it may deem necessary, for the purposes of the Council. (3) All persons appointed or employed under this section shall be deemed to be public servants within the meaning of section 21 of the Indian Penal Code, 1860.
