(1) The Vice-Chairman shall preside over the meetings of the Council or the Executive Committee in the absence of the Chairman. (2) The Vice-Chairman shall exercise such other powers and perform such other functions as may be prescribed. (3) Any member other than an ex-officio member shall be appointed by the Government ordinarily for a term of five years and shall not be eligible for reappointment for a second term.
