The Council may, with prior approval of the Government recruit officers and staff from open market or bring such officers and staff from the Department of Higher & Technical Education and the Government institutions, as it deems necessary for the discharge of its functions under this Act. The terms and conditions of service of the officers and staff of the Council shall be such as may be specified in the regulations’ to be framed by the council.
