Any person aggrieved by any order passed by the competent authority under Sections 3 and 4 may , within a period of sixty days from the date the order is communicated and on payment of such fee, not exceeding fifty rupees, prefer an appeal to such authority as the State Government may, by notification, appoint in his behalf and its order shall be final: Provided that the appellate authority may entertain as appeal after the expiry of the said period of sixty days if it is satisfied that the appellant was prevented by sufficient cause from filing the appeal in time.
