(1) Any person aggrieved by any decision of the Authority may, within a period of thirty days from the date on which such decision was communicated to him, prefer an appeal before the appellate authority to be appointed by the State Government by notification in the official Gazette in such manner as may be prescribed: Provided that the appellate authority may entertain the appeal after the expiry of the said period of thirty days if it is satisfied that the appellant was prevented by sufficient cause from filing the appeal in time. (2) The appellate authority may after giving a reasonable opportunity of being heard to the appellant, make such orders as it deems fit and the decision thereof shall be final. (3) The appellate authority shall dispose of the appeal within sixty days from the date of filing.
