(1) The State Government may appoint a person to be the Registrar of Co-operative Societies for the whole state of Meghalaya or any portion of it for the registration, supervision, assistance, counsel and control of registered co-operative societies and for development of the co-operative movement and control over cooperative education, incorporation, regulation and winding up of cooperative societies based on the principles of voluntary formations, democratic member control, member economic participation, autonomous functioning and with such other powers and responsibilities as may be provided under this Act or rules or byelaws framed thereunder. (2) The State Government may also appoint persons to assist the Registrar and may by-general or special order, in writing, delegate to any such persons or to any other Government officer all or any of the powers of the Registrar under this Act.
