(1) The Secretary of the Board may, without reference to the Board, sanction expenditure and contingencies supply services, purchase of articles and refund for administering the fund, subject to the amount as may be prescribed, to which, he may be authorized to sanction expenditure on any single item from time to time as may be specified under the Rule. (2) The Secretary may also exercise such other administration and financial powers other than those specified in sub-rule (1) above, as may be delegated to him, from time to time as may be specified under the Rule. (3) The Board may, from time to time delegated, subject to such conditions as specified under the Rule, administrative and financial powers to any other officer under its control and supervision to the extent considered necessary for its efficient functioning.
